This regional control matters for several reasons. Some apps are only relevant to users in a specific country, such as a city-specific transport app. Others must be restricted because of licensing agreements, local laws, or payment infrastructure that only works in certain markets. Google Play itself is now distributed in more than 140 countries, a scale that requires this kind of granular control to keep the storefront relevant and compliant everywhere it operates.
Keeping users safe: Google Play Protect
Security is one of the Play Store’s biggest selling points over sideloading apps from unknown sources. Google Play Protect is the built-in security system that scans apps before and after installation. According to Google’s developer documentation, Play Protect checks roughly 200 billion Android apps every day, making it, in Google’s own words, the most widely deployed mobile threat protection service in the world.
Play Protect works in layers. When a user installs an app, it is scanned immediately. The system then runs a background check on the device once a day, looking not just at apps downloaded from the Play Store but also at anything sideloaded from other sources. When the shield slips: malware on the Play Store
No security system is perfect, and the Play Store has repeatedly faced criticism for letting malicious apps slip through its review process. Security firm Zscaler’s ThreatLabz report found that 239 malware-laden apps bypassed Google’s filters between June 2024 and May 2025, collectively downloaded around 42 million times, with mobile malware overall growing by 67% year-on-year during that period, according to Bleeping Computer’s reporting on the study. Many of these disguised themselves as productivity or “Tools” category apps, which tend to attract fewer suspicious glances than an obviously flashy game.
Separately, researchers uncovered a large-scale ad fraud operation nicknamed “SlopAds,” involving 224 apps that had been downloaded more than 38 million times before removal, generating billions of fraudulent ad impressions daily, as documented by security firm Malwarebytes. Common tactics include apps that behave normally at launch and only add malicious code in a later update, or developers opening multiple accounts so that when one malicious app is removed, a near-identical replacement is already waiting. Google typically responds by pulling flagged apps and strengthening its detection systems, but the pattern shows that user caution, checking app permissions, reading recent reviews, and avoiding apps with unusually few downloads or a very recent publish date, remains an important complement to automated scanning.
Regulatory battles: the Play Store under scrutiny
Beyond malware, the Play Store has faced serious legal and regulatory challenges over how it operates its marketplace, particularly around its mandatory billing system. India has been one of the most active battlegrounds on this front. In October 2022, the Competition Commission of India found that Google had abused its dominant position by forcing app developers to use the Google Play Billing System for in-app purchases, while exempting its own products like YouTube from the same rule. The regulator imposed a penalty of โน936.44 crore and ordered Google to stop the practice, as reported by The Tribune at the time.

Google appealed the order, and in March 2025 the National Company Law Appellate Tribunal partially upheld the CCI’s findings, reducing the penalty but confirming that Google had imposed unfair conditions on developers, as reported by Deccan Herald. Despite the malware headlines and the courtroom battles, the Play Store remains the default gateway for the vast majority of Android users, and for good reason. It bundles discovery, security scanning, payment processing, update management, and developer accountability into a single, mostly reliable system.
