Every time you download a caste certificate on your phone, track a government tender online, or watch a farmer in Punjab check today’s mandi price on a mobile app, you’re seeing the Digital India programme at work. Launched in 2015, this is not one scheme but an umbrella of digital platforms designed to bring government, markets, and citizens onto the same screen. Let’s unpack what it actually does and why it matters for anyone studying e-commerce and electronic governance today.

What digital India set out to do

The Digital India programme was launched by the Government of India with the goal of transforming the country into a digitally empowered society and a knowledge economy. It wasn’t built from scratch. Instead, it absorbed and restructured existing e-governance efforts, most notably the National e-Governance Plan that had been running since 2006, and gave them a common brand and a shared direction.

The core idea is simple even if the execution is massive: government services should be available electronically, infrastructure should reach every village, and citizens should be able to interact with the state without standing in a queue. This matters directly for e-commerce because Digital India isn’t just about governance forms. It also built the digital rails, identity systems, and payment infrastructure that Indian online commerce runs on today.

The pillars that hold the programme together

The official vision document describes Digital India as a large number of ideas woven into a single, comprehensive plan, where each initiative stands on its own but also contributes to a bigger goal. This is organised around nine broad pillars, and a few of them are worth knowing well:

  • Broadband highways: extending high-speed internet to rural and urban India alike.
  • Universal access to mobile connectivity: closing network gaps, especially in remote regions.
  • Public internet access programme: strengthening Common Service Centres so that even offline citizens can reach online services.
  • e-Governance: reforming how government departments function using technology.
  • e-Kranti: the electronic delivery of services across sectors like health, education, and agriculture.
  • Information for all: open data and citizen engagement through platforms like MyGov.
  • Electronics manufacturing: reducing import dependence on electronic goods.
  • IT for jobs: building digital skills, particularly in smaller towns.
  • Early harvest programmes: quick-win projects such as Wi-Fi in universities and biometric attendance.

Rather than treating these as separate schemes, the government presents them as parts of one connected system, so that a farmer selling produce, a small business bidding for a government contract, and a citizen applying for a certificate are all touching the same digital backbone.

e-NAM: bringing India’s mandis online

The Electronic National Agriculture Market (e-NAM) is one of the clearest examples of e-commerce logic applied to a traditional, offline sector. Before e-NAM, a farmer’s produce typically moved through a single physical mandi, with prices often decided by a handful of local traders. e-NAM tries to fix this by creating a unified national market that networks existing Agricultural Produce Market Committee mandis onto one online trading platform.

The scale here is genuinely large. As of recent data, more than 1,500 mandis across 23 states and four Union Territories are integrated with e-NAM, connecting crores of farmers, lakhs of traders, and thousands of Farmer Producer Organisations on a single digital exchange. The platform enables online, competitive bidding, so a farmer in one district can, in principle, benefit from better price discovery instead of being limited to whoever shows up at the local mandi that day.

Why this matters for e-commerce students

e-NAM is essentially a business-to-business marketplace, similar in structure to any B2B e-commerce platform, except the “sellers” are farmers and the “product” is perishable agricultural produce. It illustrates how digital marketplaces can be adapted for sectors that were traditionally seen as too fragmented or too local for online trade, provided the right physical and technical infrastructure and support, including quality testing and payment systems, is put in place at each mandi.

GeM: the government as an online buyer

If e-NAM digitises agricultural trade, the Government e-Marketplace (GeM) digitises something far bigger: how the Indian government itself buys goods and services. Launched in 2016, GeM is described by the government as a fully government-owned national public procurement portal, built for central and state ministries, public sector undertakings, and local bodies to purchase everything from stationery to specialised equipment.

Before GeM, government procurement was a slow, paperwork-heavy process, often criticised for inefficiency and limited competition. GeM changes this by offering tools like e-bidding, reverse e-auctions, and demand aggregation, which let government buyers compare offers transparently and get better prices. The platform is built on three stated pillars: efficiency, transparency, and inclusivity, explicitly aimed at replacing manual systems that were prone to delays and corruption.

GeM has also become an important entry point for small businesses. Micro and small enterprises now account for a large share of orders placed on the platform, giving smaller manufacturers and service providers direct access to government contracts they previously found difficult to reach through traditional tendering.

DigiLocker: your documents, always available

DigiLocker tackles a very different problem: the endless demand for photocopies, attestations, and originals every time a citizen deals with an institution. It is a cloud-based document wallet where citizens can store, access, and share government-issued documents like mark sheets, driving licences, and Aadhaar, digitally.

The scale of adoption has grown rapidly. As of mid-2026, DigiLocker offers over 5,400 document types and services, with more than 72 crore registered users and roughly the same number of document-access transactions recorded over the past three years. Documents issued or verified through DigiLocker are treated as legally equivalent to physical originals, which is what makes it genuinely useful rather than just a digital filing cabinet.

UMANG: one app, hundreds of services

UMANG, short for Unified Mobile Application for New-age Governance, takes a different approach. Instead of storing documents, it acts as a single mobile gateway to government services themselves, ranging from pension tracking to utility bill payments to health scheme applications, across central, state, and local government bodies.

UMANG currently hosts around 2,575 services, split between central and state government offerings, and has crossed 11 crore registered users with hundreds of crores of transactions recorded over recent years. In 2024, the government began integrating UMANG directly within the DigiLocker app, so citizens no longer need to switch between two separate apps to access documents and services. This kind of platform interoperability is a small but telling example of how Digital India initiatives are designed to connect with each other rather than operate in isolation.

Why interoperability matters

Each of these platforms, e-NAM, GeM, DigiLocker, and UMANG, sits on shared digital infrastructure such as Aadhaar-based identity verification and common payment gateways. This underlying layer is sometimes referred to as India Stack. For e-commerce, the lesson is important: a marketplace becomes far more powerful when it doesn’t just list products or services, but plugs into identity, payments, and logistics systems that already exist. That’s exactly how GeM handles vendor verification and how e-NAM manages payments to farmers.

Where the challenges still lie

None of this means the job is finished. Rural connectivity gaps remain uneven, digital literacy varies widely across age groups and regions, and not every mandi or government office has fully adapted to paperless workflows. Data privacy and cybersecurity are also growing concerns as more citizen data moves online. Bridging these gaps is arguably as important as building the platforms themselves, since a digital service is only as useful as the number of people who can actually reach and trust it.
