Standing in a queue for hours to get a document attested, or a farmer travelling to a distant mandi hoping for a fair price, used to be routine in India. Over the last decade, a cluster of digital initiatives has quietly rewired how citizens interact with the government. From selling crops online to storing certificates on a phone, e-governance has moved from a buzzword to daily infrastructure. This post looks at four initiatives that show this shift in action: e-NAM, the Fertiliser Monitoring System, the Soil Health Card, and DigiLocker.

What e-governance really means for public services

E-governance is simply the use of digital technology to deliver government services, share information, and connect departments with citizens more efficiently. In practice, this means replacing paper forms with portals, manual verification with real-time databases, and opaque processes with dashboards anyone can check. The initiatives below span two very different domains, agriculture and personal documentation, but they share the same goals: cut delays, reduce corruption, and put more information directly in the hands of the people who need it.

e-NAM: one national market for farmers

Before 2016, a farmer could usually sell produce only at the nearest regulated mandi, governed by its own local rules and a limited pool of buyers. This meant weak bargaining power and inconsistent prices. The National Agriculture Market, or e-NAM, was created to fix this by linking mandis across states onto one digital trading platform, so a buyer in one state can bid on produce sitting in a mandi hundreds of kilometres away.

How the platform functions

e-NAM was launched in April 2016, funded entirely by the central government and run by the Small Farmers Agribusiness Consortium. It gives farmers real-time price discovery, online payment settlement, and access to quality-assaying facilities so produce is graded objectively rather than through a trader’s judgement. A decade on, the network has grown to cover roughly 1,400 mandis across 25 states and union territories, and the government has steadily widened the list of tradable commodities, with a recent expansion taking the count to 247 items. Farmer Producer Organisations can now upload produce details directly from village-level collection centres instead of physically visiting a mandi, which cuts both time and transport cost for small growers.

Fertiliser Monitoring System: tracking subsidies in real time

Fertiliser subsidies are one of the largest recurring government expenditures in Indian agriculture, and for years, leakage and diversion of subsidised stock to non-farm or black-market use was a persistent problem. The Fertiliser Monitoring System was built to track fertiliser movement at every stage, from manufacturer to wholesaler to the retail counter, so that subsidy payouts are tied to actual verified sales rather than estimates.

From mobile tracking to a full digital ecosystem

The system began as a mobile-based tool in 2012, letting over two lakh retailers confirm stock receipts through a basic mobile application, and was upgraded into the more comprehensive Integrated Fertiliser Management System in June 2016, covering the entire supply chain digitally. Today, the movement of all major subsidised fertilisers is monitored through this online web-based system, alongside the e-Urvarak dashboard, which gives officials live visibility into stock levels, dispatches, and sales across the country. Subsidy processing itself has also gone paperless: an e-Bill system launched to process subsidy payments worth close to two lakh crore rupees now validates every payment against fixed criteria and logs the transaction for audit, replacing a manual, paper-heavy workflow. For students of e-commerce and governance, this is a good example of Direct Benefit Transfer logic applied to a bulk commodity rather than a straightforward cash transfer to individuals.

Soil Health Card: data-driven farming decisions

Fertiliser use in India has often been guided by habit rather than actual soil requirement, leading to overuse of some nutrients and neglect of others. The Soil Health Card Scheme addresses this directly by giving every farmer a report on their own land’s nutrient status.

What the card actually tells a farmer

Launched in February 2015 with the slogan Swasth Dharaa, Khet Haraa, meaning healthy earth and healthy farm, the scheme has government-appointed staff collect soil samples from fields, test them at designated labs, and issue a report covering macro and micronutrient levels, pH, and organic carbon. Based on this, farmers get specific, crop-wise recommendations on fertiliser and organic manure dosage instead of a generic estimate. Cards are meant to be reissued every three years so farmers can track how their soil is changing, and the portal and printed cards are available in multiple regional languages to make them genuinely usable at the village level. The impact has been measurable in several states. Field data compiled by the government showed some of the strongest yield gains recorded for Bengal gram in Karnataka and wheat in the same state, alongside a documented drop in nitrogen, phosphorus, and potassium use for wheat once farmers began following card-based recommendations. Since 2022-23, the scheme has been folded into the Rashtriya Krishi Vikas Yojana as its Soil Health and Fertility component, connecting it to a broader agricultural investment framework rather than running as a standalone project.

DigiLocker: your documents, always verified

Away from agriculture, DigiLocker tackles a different but equally common governance problem: the friction of producing and verifying physical documents for admissions, jobs, loans, or government services. It is a flagship initiative of the Ministry of Electronics and Information Technology under the Digital India programme, built around the idea of paperless governance, replacing physical certificate verification with instant digital access.

Why this matters beyond convenience

DigiLocker functions as a secure cloud-based platform for storing, sharing, and verifying government-issued documents and certificates, from Aadhaar and PAN to driving licences, vehicle registration, and academic marksheets. Because documents come directly from the issuing authority, an institution checking a certificate can confirm it against the original source instead of relying on a photocopy that could be altered. This isn’t just a storage convenience; it carries legal weight. Under Rule 9A of the IT Rules, documents issued or shared through DigiLocker are treated as legally equivalent to physical originals, and the platform now holds tens of crores of authentic educational certificates from central and state boards. The scope keeps expanding too. In late 2025, the government added the Passport Verification Record to the platform, allowing it to be accessed, shared, and digitally verified directly within a citizen’s DigiLocker account, a small but telling sign of how many separate government processes are converging onto this single digital layer.

The common thread: transparency and access

Looking at these four initiatives together, a pattern emerges. Each one takes a process that used to depend on physical presence, paperwork, or middlemen, and replaces it with a digital layer that is faster, harder to manipulate, and easier to audit. e-NAM widens a farmer’s market beyond the nearest mandi. The Fertiliser Monitoring System makes subsidy flows traceable in real time. The Soil Health Card turns guesswork into a data-backed recommendation. DigiLocker removes the need to carry, photocopy, or attest a physical certificate. None of these systems are perfect, connectivity gaps in rural areas and uneven digital literacy remain real challenges, but they represent a clear direction: government services in India are increasingly designed to be checked, tracked, and accessed online by default rather than as an afterthought.
