You start by understanding the basics (information), then practice simple maneuvers (interaction), eventually handle complex driving situations (transaction), and finally become so skilled that driving becomes second nature and integrated into your daily life (transformation). Similarly, governments evolve their digital capabilities step by step, with each phase building upon the previous one.

Phase 1: Information – the digital brochure era

The Information phase represents the most basic level of e-governance, where governments primarily use websites to broadcast information to citizens. During this phase, government websites function essentially as digital versions of printed brochures or notice boards. Citizens can access information about government policies, procedures, contact details, and announcements, but the communication remains one-way.

Key characteristics of the information phase

Static content delivery: Websites contain mostly static information that doesn’t change frequently. Think of a municipal website that lists office hours, department contact numbers, and basic service descriptions.

Limited interactivity: Citizens can read and download information but cannot interact with the government through the website. The most interactive feature might be a simple contact form.

Basic web presence: Governments establish their online presence but don’t integrate it with their internal operations or databases.

A classic example would be a city government website that provides information about waste collection schedules, local ordinances, and upcoming community events. Phase 2: Interaction – enabling two-way communication
