When we talk about a country’s progress, the first number that comes to mind is usually GDP. But a nation can grow richer on paper while its people remain unhealthy, undereducated, or trapped in poverty. This gap between economic growth and actual human wellbeing is exactly why economists needed a better yardstick, and that yardstick is the Human Development Index.

Why GDP alone was never enough

For decades, a country’s development was judged almost entirely by its income and output. But income growth doesn’t automatically translate into longer lives, better schools, or higher literacy. A country could report a healthy GDP per capita while large sections of its population still lacked basic healthcare or education. Economists began questioning whether money was the right lens for measuring development at all, or merely one part of a much bigger picture.

This concern led Pakistani economist Mahbub ul Haq, working closely with Nobel laureate Amartya Sen, to design a new kind of measure in 1990. Instead of tracking wealth, it would track people, specifically, whether they were living long, healthy, knowledgeable, and reasonably comfortable lives. This became the Human Development Index (HDI), and it changed how the world talks about progress.

What exactly is the Human Development Index?

The HDI is a composite index, meaning it combines several different indicators into a single score, published every year by the United Nations Development Programme (UNDP). Rather than relying on one statistic, it blends together three separate dimensions of human life to give a fuller sense of how a country’s people are actually doing.

The three pillars of the HDI

Every country’s HDI score rests on three foundations:

  • A long and healthy life: measured through life expectancy at birth, essentially, how long a newborn in that country can expect to live.
  • Knowledge: captured by combining expected years of schooling for children with the average years of schooling already completed by adults aged 25 and above.
  • A decent standard of living: measured using Gross National Income (GNI) per capita, adjusted for purchasing power parity so incomes are comparable across countries.

How the HDI score is actually calculated

The calculation isn’t as simple as averaging three numbers. Each indicator is first converted onto a common scale running from 0 to 1. This is done by setting a realistic minimum and maximum for every indicator, for instance, life expectancy is scaled between 20 and 85 years, while GNI per capita is scaled using international dollar values. A country sitting at the minimum gets a score of 0 on that dimension, and one at or above the maximum gets a score of 1.

Once all three dimension scores are ready, they aren’t simply added and averaged. Instead, the UNDP uses a geometric mean to combine them into the final HDI figure. This detail matters more than it sounds, and it is confirmed in the UNDP’s own technical documentation on how the index is built.

Why the geometric mean matters

An ordinary average would let a country compensate for weak health outcomes by having a very high income, and vice versa. The geometric mean doesn’t allow that kind of easy trade-off. If any one dimension is significantly weak, it pulls the overall score down more sharply than a simple average would. This design choice reflects a core idea behind the index: a good life needs balanced progress across health, education, and income, not just strength in one area while others are neglected.

Reading the HDI classification bands

Once a country’s HDI value is calculated, it falls into one of four broad categories. This classification is what allows quick, easy comparisons between nations without getting lost in decimal points.

Medium human development 0.550 to 0.699
Low human development Below 0.550

These bands are useful shorthand, but they also mean that two countries with quite different HDI values can end up in the same bucket, so the exact score still matters for finer comparisons.

Where does India stand today?

India’s position on the HDI is a story of steady, if slow, improvement. According to the latest Human Development Report released by the UNDP, India ranked 130th out of 193 countries, with its HDI value rising from 0.676 to 0.685. This places India firmly in the medium human development category, though it is now edging closer to the 0.700 threshold that marks entry into the high human development band.

A closer look at the underlying indicators shows where this improvement is coming from:

The improvement in India’s rank reflects real gains in life expectancy, school enrolment, and per capita income over the past few decades. But the report also flags a familiar concern: rising income growth in India hasn’t always been matched by equally rapid progress in reducing inequality, meaning the national average can mask very different realities across states and social groups.

Why this matters for human resource development

For a B.Com student, the HDI isn’t just an abstract statistic from a UN report. It directly reflects the quality of a country’s human resources, the same workforce that drives every sector of the economy. A healthier, better-educated population is more productive, more employable, and more capable of adapting to new industries and technologies. When policymakers design labour, education, or health policy, HDI trends offer a quick diagnostic of whether human capital is actually improving alongside economic output.

This is also why HDI comparisons between countries carry weight beyond bragging rights. A nation growing its GDP rapidly but stagnating on HDI is effectively failing to convert economic gains into genuine improvements in people’s lives, a gap that eventually limits long-term growth itself, since human capital is what sustains productivity in the first place.

Limitations worth knowing

The HDI is powerful precisely because it’s simple, but that simplicity comes at a cost. A few limitations are worth keeping in mind:

It hides inequality

The HDI reports a national average, which means it can mask sharp differences within a country. As the UNDP itself acknowledges, the index is an average measure and therefore conceals disparities across gender, region, and social groups, which is why the UNDP also publishes an Inequality-adjusted HDI alongside the standard one.

It overlaps heavily with income

Researchers have pointed out that health, education, and income tend to move together in most countries, which raises a fair question about how much new information the composite score actually adds beyond income data alone. This overlap is discussed in peer-reviewed research examining the index’s consistency and measurement choices.

It doesn’t capture everything that matters

The HDI says nothing about political freedom, environmental sustainability, personal safety, or gender equality on its own. That’s precisely why the UNDP has developed companion indices like the Gender Inequality Index and the Multidimensional Poverty Index, each designed to capture a dimension the original HDI leaves out.

The bigger picture

Despite its limitations, the HDI remains one of the most widely used tools for comparing development across countries precisely because it forces a shift in focus, from how much a country produces to how well its people actually live. For India, tracking HDI trends alongside GDP growth offers a more complete picture of whether the economy is truly translating into better lives for its citizens, which is the entire point of measuring human resource development in the first place.
