Walk into any government primary school in India today, and you’ll likely find a packed classroom. Enrollment is no longer the challenge it once was. The real question is whether the child sitting in that classroom can actually read a simple paragraph or solve a basic sum by the time they reach Class 3. That gap between being enrolled and actually learning is where the real story of primary education in India begins.

Why the first years of school matter more than we think

Primary education isn’t just about literacy and numeracy in the narrow sense. It’s where children develop complex problem-solving skills, learn to navigate social relationships, and build the adaptability they’ll need for everything that comes after, from higher education to the workplace. These are not soft, secondary outcomes. They are the scaffolding on which every later stage of learning depends. If that scaffolding is weak, the structure built on top of it, no matter how well-designed the curriculum for higher grades, tends to wobble.

This is why policymakers increasingly talk about the early years of school not as a starting point but as a make-or-break window. The National Education Policy 2020 itself states that the rest of the education system becomes largely irrelevant for a child if this most basic foundational learning isn’t secured first.

Building blocks before the classroom: early childhood development

A lot of the groundwork for primary education is actually laid before a child ever sits in a formal classroom. The World Bank’s Investing in the Early Years framework identifies three pillars that determine whether a child reaches their developmental potential: good health and nutrition, especially in the first 1,000 days of life; early stimulation and learning opportunities; and protection from poverty and chronic stress. Skip any one of these, and the foundation gets shaky before formal schooling even starts.

Nutrition and health in the earliest years

Nutrition deficits leave a mark that lasts well beyond childhood. According to National Family Health Survey data, stunting among Indian children remains unacceptably high at over 35 percent, despite gradual improvement over the years. Stunted growth in early childhood is linked to impaired brain development and lower cognitive ability, which eventually translates into poorer learning outcomes and reduced earning potential as adults. The economic cost of this is not abstract: research cited by the same analysis suggests that every one percent loss in adult height caused by childhood stunting corresponds to a 1.4 percent loss in economic productivity.

This is precisely why nutrition and health interventions, from anganwadi feeding programmes to maternal health support, are treated as education policy issues and not just health issues. A malnourished five-year-old is already at a disadvantage before the first school bell rings.

Stimulation, play, and early learning

Nutrition alone isn’t enough. Children also need stimulation, meaning interaction, play, conversation, and exposure to language and problem-solving from an early age. Evidence suggests that early stimulation in infancy can raise future earnings meaningfully, and a large share of Indian children under five are currently at risk of not reaching their full developmental potential due to a combination of poor nutrition, poverty, and insufficient early stimulation. Anganwadi centres under the Integrated Child Development Services scheme are meant to fill this gap, but coverage and quality remain uneven across states, which is part of why the National Education Policy 2020 gave renewed emphasis to Early Childhood Care and Education as a distinct priority area.

The learning gap once children reach school

Even once children are enrolled and attending regularly, learning outcomes often lag far behind grade expectations. This is often called India’s “learning crisis,” and it’s been tracked for nearly two decades by household surveys conducted across rural districts. As analysis in the Economic and Political Weekly notes, these surveys reveal persistently skewed trends in foundational skills, with literacy gaps often falling hardest on children from disadvantaged backgrounds, undermining education’s role in reducing social and economic disparities.

The scale of the gap is striking. According to Central Square Foundation’s analysis, close to 80 percent of Class 3 students in rural India have historically been unable to read a Class 2-level text or solve a basic subtraction problem. Improving foundational literacy and numeracy by Class 3 matters enormously because these skills are prerequisites for everything that follows; a child who cannot read fluently in Class 3 will struggle to understand a science or social studies textbook by Class 6.

There is some encouraging news too. Recent survey data shows learning levels recovering beyond pre-pandemic baselines in several states, with improvements attributed largely to a renewed policy focus on foundational learning and numeracy under the National Education Policy. It’s proof that targeted investment in the early grades does move the needle, even if progress remains uneven across states.

Human capital formation: why this is an economic issue, not just an educational one

Primary education quality isn’t just a classroom concern; it’s central to how economists think about human capital, meaning the skills, knowledge, and health that make a population productive. The World Bank’s Human Capital Index captures this directly. As of its 2020 assessment, India ranked 116th out of 174 countries, with a score suggesting that a child born in the country was likely to achieve less than half of their full productive potential by adulthood, largely due to gaps in health and education quality rather than access alone.

The economic case for investing early is strong. Global evidence reviewed by the World Bank points to roughly a 9 percent annual rate of return for every additional year of schooling, with even higher returns for women’s education. This is one reason economists and policymakers increasingly argue that spending on early childhood and primary education isn’t a cost to be minimised but one of the highest-yielding investments a country can make in its own future workforce.

Policy response: NEP 2020 and the NIPUN Bharat mission

Recognising the scale of the foundational learning gap, the government launched the NIPUN Bharat mission in July 2021, a national initiative aimed at ensuring every child achieves foundational literacy and numeracy by the end of Class 3, with a target year of 2026-27. The mission frames reading and arithmetic not as isolated subjects but as part of a holistic model of early development, incorporating play-based and activity-based pedagogy rather than rote learning.

Structural reforms are part of this push too. Central Square Foundation’s research points to low-stakes, competency-based assessments in Classes 3, 5, and 8 as a way to make learning outcomes visible to teachers, parents, and administrators, rather than relying solely on end-of-year exams that often reward memorisation over understanding.

What quality primary education actually requires

Fixing enrollment was, relatively speaking, the easier problem. Fixing quality requires sustained investment across several fronts at once: well-trained teachers who understand how young children actually learn to read and calculate, curricula that build skills in a structured sequence rather than rushing through content, and classroom environments where children feel safe enough to participate rather than sit passively. States that have prioritised early-grade phonics instruction and structured pedagogy have shown some of the strongest gains in recent years, reinforcing the idea that how foundational skills are taught matters just as much as whether children are enrolled at all.

None of this works in isolation, either. A child who arrives at school undernourished, who hasn’t had early stimulation at home, and who then sits in an overcrowded classroom with an undertrained teacher faces compounding disadvantages. That’s precisely why education economists increasingly frame primary education, nutrition, and early childhood development as one connected system rather than three separate policy silos.
