India’s population chart is the envy of most developed economies. The country is young, the workforce is expanding, and for the next few decades, a larger share of Indians will be of working age than dependent age. Economists call this a demographic dividend. But a dividend only pays out if the people entering the workforce are actually equipped to do the jobs the economy is creating. Right now, that link between “more workers” and “more skilled workers” is under serious strain, and understanding why is central to understanding India’s human resource challenge.

Why skill formation has become an economic priority

India’s working-age population has crossed 65% of the total population, positioning the country to supply a large share of Asia’s labour force in the coming decades, according to an overview of India’s demographic transition. On paper, this should translate into faster growth, higher household incomes, and a larger consumer base. In practice, most of the new jobs being created require skills that a large share of the workforce simply does not have.

The scale of the gap is striking. Research cited by the Hudson Institute shows that only around 20% of India’s labour force is formally skilled, compared with a global average closer to 80% in developed economies. A separate study covered by The Wire found that nearly 88% of India’s workforce is stuck in low-skill, low-productivity roles, even as a shrinking pool of high-skill jobs goes underfilled. This is the paradox at the heart of India’s labour market: too many people chasing too few good jobs, while employers struggle to find workers who fit the roles they are actually trying to fill.

Three types of skills India’s workforce needs

A useful way to unpack “skill development” is to break it into three distinct categories, a framework echoed in NCAER’s landmark Skilling India: No Time to Lose report. Each category matters differently depending on the job, but all three now show up together in most modern roles, from retail floor staff to software engineers.

Cognitive skills: the foundation everything else sits on

A worker who cannot read a manual, follow multi-step instructions, or do basic arithmetic will struggle no matter how much technical training is layered on top. This is why cognitive ability, built largely during school years, has such an outsized effect on lifetime employability. It is not just about degrees; it is about whether foundational learning actually happened.

Technical skills: the visible, trainable layer

Technical skills are what most people picture when they hear “skill development”: welding, tailoring, data entry, machine operation, digital marketing, or specific software proficiency. These are the easiest to certify and the easiest for training programs to target, which is why government skilling missions have historically focused here first.

Social and behavioral skills: the differentiator employers keep flagging

Punctuality, communication under pressure, working in a team, and adapting to new processes fall into this bucket. Employers across sectors consistently report that candidates arrive with reasonable technical training but weak workplace behavior, making this the hardest gap to close through short-term courses alone.

The role of school education in building these skills

The uncomfortable truth is that most skill formation happens years before anyone enters a vocational training centre. Cognitive and behavioral foundations are largely set during primary and secondary school, which is why policy attention has shifted toward fixing schooling itself rather than treating skilling as a separate, later-stage fix.

The National Education Policy 2020 explicitly groups school-level learning into cognitive skills such as literacy, numeracy, and critical thinking, alongside social-emotional skills like empathy, teamwork, and perseverance. This is a direct acknowledgment that a student’s ability to later acquire technical skills depends heavily on what happens in the classroom well before they choose a career path.

On the ground, this has translated into missions like NIPUN Bharat, which aims to ensure every child achieves basic reading and arithmetic proficiency by the end of Class 3. The policy also pushes vocational exposure earlier into schooling rather than treating it as an afterthought once a student leaves the formal education system. The Ministry of Education’s vocationalisation scheme integrates vocational education into secondary and senior secondary schools under Samagra Shiksha, aligning school curricula with the broader Skill India Mission rather than leaving skilling entirely to post-school training institutes.

This shift matters because it acknowledges a hard reality: you cannot retrofit strong cognitive and behavioral foundations onto an eighteen-year-old through a six-month certificate course. If those foundations are weak, technical training built on top of them delivers diminishing returns.

Bridging the skill gap: matching supply with market demand

Even where skilling programs exist, a persistent problem is mismatch: the skills being taught don’t line up with what employers are actually hiring for. NCAER’s research frames this directly as a supply-demand matching problem rather than simply a shortage of training capacity. Three distinct scenarios play out repeatedly across sectors, as the report’s framework lays out: a worker who cannot meet the skill demands of a job at all, one who can meet them partially, and one who fully matches what the role requires. The goal of any skilling system should be to shrink the first two categories and grow the third.

This mismatch is compounded by structural issues. The informal sector, which employs over 80% of India’s workforce, offers little job security and few structured pathways for workers to formally upgrade their skills. Without curricula that stay current with industry needs and closer coordination between employers and training providers, skilling programs risk producing certificates that don’t translate into jobs.

A related and often underdiscussed challenge is the sheer number of workers aged 30 to 59 who are already in the workforce but need reskilling rather than fresh entry-level training. India’s skilling conversation tends to focus on youth, but a large share of the low-skill workforce is not new; it is already employed in roles that are becoming obsolete or informal, and needs a different kind of intervention than a first-time trainee would.

Turning the demographic dividend into a demographic asset

None of this means the demographic dividend is a lost cause. It means the window to convert it into an asset is narrower than the population numbers alone suggest. A recent policy analysis frames the challenge as moving from a “youth bulge” to a “skills-and-jobs bulge”, arguing that transferable, job-relevant competencies need to be built into education and skilling systems together, not as separate tracks that meet only after school ends.

Efforts like the Skill India Mission, NEP-driven vocational integration, and sector-specific skill gap studies commissioned with the Ministry of Skill Development and Entrepreneurship are steps in this direction. But scale remains the constraint. India’s technical and skilling training capacity has historically covered only a fraction of the workers who need it each year, and reaching everyone who joins the workforce annually, plus the millions already employed in low-skill roles, requires a level of coordination between schools, training institutes, and employers that India has not yet fully achieved.

What makes this a genuinely commerce-relevant topic, beyond the economics classroom, is that skill formation directly shapes labour costs, productivity, retail hiring practices, and consumer spending power. A retail chain trying to scale in tier-2 cities, a manufacturer automating its shop floor, or a services firm hiring for client-facing roles are all running into the same underlying constraint: whether the local labour pool has the cognitive, technical, and behavioral skills the role demands.
