India now has more mobile connections than any country except China, and the story of how a state-run, scarcity-driven telephone network became a private-sector telecom giant is one of the most striking case studies in Indian economic reform. From the New Telecom Policy of 1999 to today’s race for 5G and AI-driven networks, telecommunications has moved from the periphery of India’s infrastructure story to its very centre.

From a state monopoly to a private-sector powerhouse
Before the 1990s, getting a landline connection in India could take years, and the sector was almost entirely government-run. The National Telecom Policy of 1994 first opened wired telephony to private players and allowed foreign investment, but many of its targets remained unmet. The Telecom Regulatory Authority of India (TRAI) was set up in 1997 as an independent regulator, and two years later, the New Telecom Policy of 1999 became the real turning point.
What the 1999 policy actually changed
The core problem with the earlier framework was that private operators paid steep, fixed annual licence fees regardless of how much revenue they actually earned. The 1999 policy replaced this with a revenue-sharing model, which lowered the financial burden on operators and, in turn, helped bring tariffs down for consumers. According to the Centre for Internet and Society, the policy’s stated objectives included affordable and effective telecommunication access for all citizens, encouraging telecom infrastructure in remote, hilly, and tribal regions, and opening basic, cellular, and long-distance services to real competition. This shift from a licence-fee regime to a revenue-share regime is widely regarded as the single reform that made India’s mobile revolution possible.
Where the numbers stand today
The results of that liberalisation are visible in the scale of the sector today. India’s total telephone subscriber base has crossed 1.33 billion, with overall teledensity above 90 percent, according to TRAI’s official subscription data. That number, however, hides a sharp urban-rural divide: urban teledensity runs well past 150 percent because of multiple SIM ownership, while rural teledensity trails at around 60 percent.
Mobile phones dominate the network
The wireless segment, comprising mobile and Fixed Wireless Access connections, now accounts for the overwhelming majority of India’s telephone subscriptions. A recent analysis of TRAI data by Communications Today puts the wireless share at roughly 96 percent of total subscriptions, confirming that fixed-line telephony has become a marginal, niche segment used mostly by institutions and specific PSU circles.

The unfinished business: broadband gaps and mounting debt
Impressive subscriber growth masks two persistent weaknesses in Indian telecom: patchy broadband access in rural areas, and the heavy debt burden carried by operators.
BharatNet’s slow crawl to rural India
BharatNet was conceived as the project that would bring high-speed broadband to every one of India’s roughly 2.64 lakh gram panchayats. Progress, though, has lagged well behind ambition. A parliamentary committee review reported by ThePrint found that, as of February 2026, only about 78,899 gram panchayats out of 2.64 lakh had operational broadband points of presence, despite more than ₹40,000 crore already disbursed. The shortfall was attributed to tender delays, disputes with implementing agencies, right-of-way clearances, and difficult terrain in tribal and remote areas. This gap explains why, even with strong mobile growth, broadband penetration and quality in villages still lag urban India by a wide margin.
The debt overhang facing telecom operators
Telecom is an extremely capital-intensive business, and years of tariff wars, spectrum payments, and a long-running dispute over what counts as Adjusted Gross Revenue (AGR) have left operators, particularly Vodafone Idea, carrying enormous liabilities. Reporting from Business Standard notes that the government granted Vodafone Idea a moratorium freezing roughly ₹87,700 crore in AGR dues, to be repaid in instalments stretching out to 2041, while the company’s total dues to the government, including spectrum payments, run to around ₹1.2 trillion. This debt overhang has real consequences: it slows network investment, raises the risk of reduced competition, and puts pressure on banks that have lent heavily to the sector. Balancing government revenue needs with the financial health of operators remains one of the toughest policy challenges in Indian telecom.
The next frontier: 5G, AI, and Big Data
Even as these structural issues play out, the sector is simultaneously racing ahead on next-generation technology.
5G rolls out at record pace
India’s 5G rollout has been among the fastest in the world. Communications Minister Jyotiraditya Scindia noted at the Indian Mobile Congress that the country has reached 500 million 5G subscribers, alongside the near-$17 billion BharatNet rural connectivity push. Government data on network infrastructure shows the number of 5G base stations expanding roughly four-fold between March 2023 and mid-2026, with coverage now reaching almost every district in the country.
AI and Big Data reshaping the network
Beyond raw connectivity, operators and the Department of Telecommunications are increasingly using artificial intelligence and analytics to run the network itself. This includes AI-based tools for detecting fraudulent SIM connections, predictive maintenance of towers, and network optimisation driven by usage analytics. Industry commentary from The Policy Edge points out that the sector’s next strategic phase, built around the Bharat 6G Vision, is expected to lean heavily on AI-led network management and indigenous technology development, even as current industry spending on research and development remains far below global benchmarks.
Reforming for tomorrow: policy and investment priorities
Regulatory reform has continued alongside these technological shifts. The Telecommunications Act of 2023 replaced telecom laws that, in some cases, dated back nearly 140 years, and it has been paired with streamlined right-of-way rules that make it easier for operators to deploy towers and small cells. These reforms, combined with rising foreign direct investment inflows into the sector, are aimed at encouraging the kind of long-term capital commitment that 5G, rural broadband, and eventual 6G development will require. Whether these policy shifts are enough to fix the underlying debt problem and close the rural broadband gap, though, is still an open question that will shape the sector’s next decade.
