Walk through rural Punjab, Bihar, or Andhra Pradesh and you will notice a pattern: farms are getting smaller, not bigger. A plot that fed one household two generations ago is now split between three or four grandchildren, each of them trying to earn a living from a sliver of land. This isn’t a local anomaly. It is one of the core reasons India’s agricultural productivity has lagged behind its potential for decades. Before we get into technical fixes like irrigation or fertilisers, it helps to understand the deeper demographic and social currents pulling Indian farming down.

The population squeeze on farmland
India has a lot of people and a fixed amount of cultivable land. That imbalance alone explains a large part of the productivity problem. As the population dependent on agriculture keeps growing while the non-farm sector fails to absorb enough workers, more people end up competing for the same soil. The result is what economists call disguised unemployment: family members who are technically “working” on the farm but adding little to nothing to actual output, because the land simply cannot support that many hands productively.
The NITI Aayog has flagged this structural mismatch as one of the persistent constraints on raising farm incomes and productivity together. When too many people depend on too little land, yields per worker stay low even if yields per hectare improve.
Shrinking landholdings, generation after generation
Inheritance customs make this worse. Land in India is typically divided equally among heirs, so every generation slices the family farm a little thinner. Government data tracks this decline clearly:

This data, drawn from the Agriculture Census figures released by the government, shows a steady, almost mechanical decline. And the trend hasn’t reversed. Today, small and marginal farmers, those working less than two hectares, make up the overwhelming majority of India’s agricultural households, a pattern confirmed across recent research on India’s farm-size distribution.
Why smaller plots mean lower productivity
A smaller farm isn’t automatically a less productive one; in fact, some research shows very small plots can have higher output per hectare because of intensive family labour. The real damage comes from fragmentation, when a farmer’s already-small holding is split into multiple scattered plots rather than one consolidated piece of land.
The economics of scattered plots
Fragmentation creates practical headaches that eat into productivity:
- Time and fuel wasted moving between disconnected plots instead of farming
- Boundary disputes between neighbouring small farmers, which can drag on for years and take land out of active cultivation
- Poor mechanisation, since tractors, harvesters, and drip irrigation systems are expensive to deploy across tiny, irregular parcels
- Higher per-unit costs, because fixed costs like seeds, fertiliser, and labour don’t shrink proportionally with plot size
This is why fragmentation, more than smallness itself, is treated as a core structural cause of low productivity in Indian agricultural economics. It essentially locks farmers out of the economies of scale that make modern farming techniques worthwhile.
The social environment: a quieter but powerful barrier
Land is only one part of the story. The people working that land operate within a social environment that often works against productivity gains. Three factors stand out: illiteracy, conservatism, and poor health.
Illiteracy and its ripple effects
Literacy shapes almost everything a farmer does, from reading a fertiliser packet correctly to understanding a weather advisory or a government scheme notification. Research on technology adoption in Indian farming consistently points to low literacy as a direct barrier to using modern agricultural tools, even when those tools are proven to raise yields and cut costs. A farmer who cannot read instructions or interpret data is far less likely to try a new seed variety, follow a scientific irrigation schedule, or access digital market platforms that offer better prices.
This creates a compounding disadvantage. Low literacy limits access to information, limited information keeps yields low, and low yields leave little surplus income to invest in better schooling for the next generation. The cycle repeats.
Conservatism and resistance to change
Farming in most of rural India is not just an economic activity, it is bound up with tradition, caste norms, and long-standing community practices. Many farmers are understandably cautious about abandoning methods that have “worked” for generations, even when those methods yield far less than modern alternatives. Trying an unfamiliar hybrid seed or a new cropping pattern carries real risk: if it fails, a small farmer with no financial cushion can lose an entire season’s income. That risk aversion, while rational at the individual level, slows the overall pace of agricultural modernisation.
Poor health conditions among farming communities
Health is an underrated productivity factor. Malnutrition, inadequate sanitation, and limited access to healthcare in rural areas directly affect a farmer’s physical capacity for labour-intensive work. Agriculture in India still depends heavily on manual effort for ploughing, weeding, harvesting, and transporting produce. A workforce dealing with chronic illness or poor nutrition simply cannot sustain the labour intensity that high-yield farming often demands, particularly during peak sowing and harvesting windows when timing matters enormously for output.
The pull of tradition over modern technique
Even where knowledge and resources exist, adoption of modern farming techniques in India remains patchy. This isn’t purely about literacy or conservatism, it’s also about infrastructure and habit reinforcing each other. Wooden ploughs, manual sowing, and rain-dependent cultivation persist in large parts of the country not because farmers are unaware of alternatives, but because switching requires capital, training, and a support system that many villages still lack.
The classic breakdown of Indian agricultural causes into human, technical, and institutional factors is still useful here. Human factors, like the social atmosphere and education levels discussed above, interact directly with technical factors, like the continued use of outdated implements and rain-fed cultivation. A farmer might be perfectly willing to mechanise, but without credit access, land large enough to justify the investment, or training in how to operate new equipment, tradition simply persists by default rather than by choice.
Why this matters beyond the farm
These demographic and social causes don’t stay confined to agriculture. Since a large share of India’s workforce still depends on farming for its livelihood, low productivity here translates directly into lower rural incomes, higher poverty rates, and continued migration pressure on cities. Breaking the cycle isn’t simply a matter of introducing new seeds or subsidising tractors. It requires addressing the underlying population pressure on land, improving rural literacy and health infrastructure, and building the trust and support systems that make farmers comfortable moving away from familiar traditional practices.
Policies around land consolidation, rural education, and agricultural extension services all attempt to chip away at these root causes. But as the data shows, the pressure on landholdings has been building for over half a century, and social change, unlike a new farming technique, cannot be rolled out in a single growing season.
