India’s IT and telecom sectors sit at the heart of the country’s growth story, but both are under more pressure than the headline numbers suggest. The technology industry is expected to cross the $315 billion revenue mark in FY26, and telecom now connects over 1.3 billion subscribers. Yet behind these milestones lie rising cyberattacks, a widening skills gap, expensive spectrum, and a regulatory landscape that keeps shifting. Understanding these challenges is essential for anyone studying the service sector, because they explain why growth in ICT is rarely a straight line.

The IT sector’s growing pains
India’s technology industry added over a lakh new jobs and pushed its workforce close to 6 million employees this year, cementing its position as a global technology and innovation hub. But this scale brings its own set of headaches, from securing sprawling digital infrastructure to managing a workforce spread across cities, time zones, and delivery models.
Cybersecurity threats are multiplying faster than defences
Cyberattacks on Indian organisations have grown dramatically in both volume and sophistication. The Indian Computer Emergency Response Team (CERT-In) handled over 29.44 lakh cyber incidents in 2025 alone, issuing more than 1,500 alerts and dozens of technical advisories to help organisations respond. Ransomware, phishing, and cloud misconfigurations remain the most common entry points, and attackers increasingly target vendor logins and third-party integrations rather than attacking a company head-on.
For IT companies handling sensitive client data across banking, healthcare, and government contracts, this is not just a technical problem. A single breach can damage client trust built over years, trigger regulatory penalties, and disrupt delivery timelines for global clients. Security is no longer an IT department’s job alone; it has become a boardroom priority.
The talent and retention squeeze
Ironically, even as layoffs make headlines in parts of the global tech industry, India faces a shortage of the right kind of talent. A recent industry study found that 73% of enterprises and 68% of service providers report limited availability of skilled cybersecurity candidates, and most organisations take between one and six months to fill a single vacancy. The problem isn’t a lack of engineers; it’s a lack of engineers with hands-on, current skills in cloud security, AI-driven threat detection, and cross-domain expertise.
Retention adds another layer of difficulty. Nearly a third of service providers point to insufficient upskilling opportunities as a key driver of employee attrition. In other words, companies that fail to invest in continuous learning risk losing the very people they spent months trying to hire. As technologies like agentic AI and cloud-native architecture evolve rapidly, the skills that were relevant two years ago can quickly become outdated, forcing both employees and employers into a constant cycle of retraining.
Cloud complexity and the remote-work balancing act
Cloud adoption has made IT infrastructure more flexible, but also harder to govern. Enterprises now run workloads across multiple cloud providers, on-premises systems, and edge locations, which makes it difficult to track exactly where data lives and who has access to it. This complexity is compounded by remote and hybrid work models, which remain the norm at many Indian IT firms. Managing distributed teams while maintaining consistent security standards, tight access controls, and reliable client communication requires far more coordination than traditional office-based delivery ever did.
Companies that get this balance right tend to invest heavily in governance frameworks, unified monitoring tools, and clear ownership of security responsibilities, rather than relying on a patchwork of point solutions.
Telecom’s high-cost, high-stakes upgrade cycle
India’s telecom sector tells a story of massive scale paired with financial strain. According to the latest performance report from the Telecom Regulatory Authority of India, total telephone subscribers reached 1,306.14 million, with overall teledensity climbing to 91.74%. But that headline figure hides a sharp divide: urban teledensity has surged past 148%, while rural teledensity lags at under 60%, showing how much ground still needs to be covered.
The AGR and spectrum cost burden
Telecom operators in India have long grappled with heavy licence fees, spectrum usage charges, and the contentious definition of Adjusted Gross Revenue (AGR), which determines how much operators owe the government. High reserve prices in spectrum auctions have also meant that airwaves sometimes go unsold, leaving operators with capacity constraints while the government forgoes potential revenue. Industry players have consistently pushed regulators to bring down reserve prices and rework spectrum validity terms, arguing that current costs make network expansion financially difficult, especially for smaller and financially stressed operators.
This cost burden matters because every rupee spent on regulatory fees and licence renewals is a rupee not spent on expanding rural coverage or building next-generation networks.
Keeping pace with 5G and beyond
Rolling out 5G across a country as vast and diverse as India is an enormous capital undertaking. Towers, fibre backhaul, and spectrum all need continuous investment, and operators are already being asked to plan for 6G research and AI-driven network management. For a sector already carrying significant debt, funding this technology treadmill while keeping data tariffs affordable for consumers is a genuine balancing act.
Managing the IoT explosion
The Internet of Things is adding millions of new connected devices to Indian networks every year, from smart meters and connected vehicles to industrial sensors. India’s IoT connectivity market alone is projected to grow at a compound annual rate of roughly 17.74% between 2025 and 2033, driven by 5G rollout, edge computing, and automation in manufacturing and healthcare. While this growth creates business opportunities, it also multiplies the number of endpoints that telecom networks must support, secure, and manage in real time. Each new device is a potential entry point for cyberattacks, which means network management and security teams must scale their capabilities just as fast as device adoption grows.
Regulation adds another layer of complexity
Both sectors now operate under evolving legal frameworks that directly shape how they collect, store, and transmit data. The Digital Personal Data Protection Act, 2023 introduces strict obligations around consent, data minimisation, and breach reporting, with significant penalties for non-compliance. For IT and SaaS companies, where processing personal data is often central to the business itself, this means redesigning systems for auditability and building privacy safeguards directly into infrastructure rather than treating them as an afterthought.
Telecom operators face a parallel challenge under the Telecommunications Act, which has reshaped licensing, spectrum assignment, and security requirements for the sector. Combined with data localisation expectations and frequent shifts in policy on issues like spectrum pricing, companies in both industries must build compliance teams that can adapt quickly, rather than treating regulation as a one-time checklist.

For telecom, resolving the tension between regulatory costs and infrastructure investment will decide how quickly rural India gets connected to the same digital opportunities as its cities.
Both sectors are also increasingly interdependent. Telecom networks carry the traffic that IT and cloud services depend on, while IT companies build the software, security tools, and AI systems that telecom operators need to run modern networks. A weakness in one sector quickly becomes a bottleneck for the other, which is why addressing these challenges together, rather than in isolation, is so important for sustaining India’s digital economy.
